Seconds 1-2
Shooter reaches for man in the vest; he is slapped by the man in the vest. The man in the vest does have the mace in his hand.

Seconds 3-4
Shooter has hand on his right hip, getting gun;
The gun is raised and the other man raises the mace;
He is shot as he begins macing.

The idea being ...[text shortened]... arget as the other man had reached for his gun.

Watch it in slow mo and tell me what you see. ^^

Turns out the shooter was just some guy with a gun.
Colorado has no record of him being a licensed security guard.
