Three points. First, he should have followed his training which teaches law enforcement personnel to NOT stand in front on a vehicle, to remain side-on. Second, he walked away and down the street no worse for wear, no limp, no physical distress. Any contact was minimal so it's hard to justify firing shots. FK you 'big picture' That woman was helping PEOPILE and FK you and the hearse you boiled ln on. She did NOT run over anyone and the car crashed because she was already unconscious from a bullet wound at point blank range.
