The FDA considers HCQ to be safer than Tylenol. HCQ has been proven to be effective in the early stages of the disease.

The flu vaccine is a vaccine even though it doesn't achieve herd immunity.
The COVID19 vaccines are vaccines whether herd immunity is achievable or not.
Both "stimulates a person’s immune system to produce immunity to a specific disease, protecting the person from that disease."

There is no specific flu variant the flu vaccine protects people from. It is a guessing game. They guess which one they think will be the dominant variant. You know as well as I do it is usually ineffective for that reason alone.
