    The river is the border. AZ cannot do that.

    Of course, Arizona has access to that river upstream, so California tapping the river near the delta at the Gulf of California affects Arizona not at all.

    Obviously California should take no more water than Arizona. Every drop needs to be taxed to make things fair.
