In combat fully automatic is used in a panic situation. Too many enemy soldiers closing in on you. Otherwise fully automatic is useless. Soldiers prefer semi automatic mode on their machine guns. That way you can carefully aim at your target.
If your intent is to kill innocent people in a mass homicide event there are better things to use than guns. Guns are just easier to acquire here in the USA.
