The elected officials of those cities have made the wise decision not to waste their local law enforcement resources doing the Fed's jobs. If you understood the Tenth Amendment, you'd know thats perfectly legal and constitutional. See Printz v US where right wing hero Antonin Scalia discussed the "anti-commandering principle" as a restriction on Federal government power.
