The elected officials of those cities have made the wise decision not to waste their local law enforcement resources doing the Fed's jobs. If you understood the Tenth Amendment, you'd know thats perfectly legal and constitutional. See Printz v US where right wing hero Antonin Scalia discussed the "anti-commandering principle" as a restriction on Federal government power.
People like the governor and or the mayor of Chicago need help, but do not want Trump to help. I may be missing something, my apologies, but is that not the issue.
And if I may say, I am of the opinion we should bring the army in to resolve the city problems , which is way off of what you think. So we might not be gelling on this issue.

Hey, how is Mamdani falling into place. One set of people to give to another set, reducing the police by $1B, such as that. Taxpayers being taxed, so they leave....no tax from them.
Mamdani was raised in lavish settings and does not know the real world. He is rich. Is is OK if he is rich? He will not be affected by failed policies, citizens lives will not be better, unless he moves from Socialism. But he knows not how to do that. He cannot keep the promises that he made. Do you think he is trying to influence town council to vote for free busses (how candy ass that is) and vote fir frozen rents?
