You are seriously deluded if you think TRUMP wants to prevent fraud.
Trump IS fraud, has been his entire life and if you don't believe me read the book his niece wrote, "Too much and never enough". It is an eye opener. Trump is not the person his base thinks he is.
But as Pres. Trump sounded perfectly reasonable in his claims, it is not enough to just question his motivation and accuse him of the worse.

For people with difficulties in understanding: One person one vote. If you try to cast more you are doing democracy a disservice. If you are fined for that behaviour (which is not only reasonable (the fining) but necessary) don't whine it is just what you have to pay for the unreasonable president whose advice you followed.

I watched the interview and I’m pretty sure he said go to your polling station and try to vote twice to see if the system is working. But it would also result in a fraudulent vote for him.
