Voting isn't a "privilege": it's a right.
In my State, changing the address on your driver's license or State ID requires a visit to a DMV office (which in cities means several hours of your time) and paying a fee. Yes, that's burdensome and adds nothing to any goal of preventing fraud. So such a requirement is just a way to reduce the number of voters.

As to changing one's address, yes, a real hassle. Several Hours!!!...you say. Naaaa, I don't think so. Go when there are lesser crowds, or check around for the easiest process in your neighborhood. Here in Canada, you can vote in any election, whether it is federal, provincial, or municipal, if you filed a tax return beforehand. If you did that, you are automatically added to the voter's list if you are a citizen.
If you didn't, it is a simple matter to get on the voter's list by contacting the election officials and providing proof that you are a citizen. If you didn't do that, you can still vote on the election day by providing such proof at the polling station. But the simplest thing is to file a tax return every year, even if you had no income. It works very well.
