@Suzianne saidI think the phrase 'Brother's keeper' suggests that if we find a (singular) person in need that we should of course employ our Christian beliefs in helping him/her, give them fish, and get them on their feet to fish for themselves, to become self reliant.

We all do that. But, you seem to be toying with extrapolating that concept into one country of citizens 'keeping' the citizens of another country? Am I close?
