It's actually an hour from Moscow so it rules much of that out, not least as I get a free flat and $1000 pcm tax free.

If it were me, I would hold out for something better. Moscow is definitely bad news. Cairo would be the better of the two choices there (and better than Damascus as well). What career field are you in that those cities would be your only option?

Difficult...Both cities are exotic although in yellow and blue respectively. Cairo is probably more humane...Moscow might pay better.

Home. Neither sounds very attractive. Even disregarding the political disadvantages to both, Cairo is too hot and Moscow too warm.
