yes, and yes.
I think that new creatures are gained as you annex provinces, different provinces seem to have different creatures defending them.

Maybe i'm wrong

I think they might be naware that to get them you have to actually recruit them. Also, only certain cities provide certain troops, one garrison may provide skeletons, another dragon riders etc.
