No, it isn't.

If it was intended to combat tampering with quoted text, then it's a sledgehammer that prevents a legitimate and useful bit of editing [as you pointed out] presumably in an effort to stamp out misuse which the perpetrator could never get away with anyway.

No. Also, when you accidentally cut too much, you can't type it back in -- I have no Ctrl-Z on this phone.

when you delete some text you are replying to you can't put in ellipsis to show the omission, which really is dishonest. Perhaps they should be put in automatically?
