Having said that one day a girl of 16 did come in for advice (CAB) with her dad on how much money would she have to live on if she got pregnant, a question her father was quiet happy to discuss as a possiable plan for her future.
Kids look at their prospects and see that shop, hotel and factory work will leave them short and they'll need tax credits to be able to live. That's what needs to change. IMO

I mean what's natural about that? What 13 year old wants to be in a sexual relationship, what 15 year old has had 5 partners. Yeah sure there was a time when life expentancy was 30 but wasn't that only in certian parts of the country where the industral revolution poluted the air? These kids weren't following a natural urge in my opnion.

Disablity is sonething else and that beneift is different. I agree that there are people fit for work who slip through the system but it kinda has to be that way, I can't think of another system that'd work better.

Disabilty living allowence is different to Job seakers allowence.
If those looking for work don't attend the work shops their benefit is cut, they have to reapply for housing benefit and turn up to the next one. But with all the will in the world till wages improve there will always be people that can see they are no better off working (finatually, some still want to work regardless of the money).
