Alex Ferguson has always had an English backbone to his teams. Do you not remember the time he gave the Nevilles, Scholes, Butt, Beckham, Brown, Fletcher, O'Shea, Eagles, Giggs, Simpson their debuts?
Do you remember the times he overpaid to retain an english backbone? Ferdinand, Carrick, Smith, David May, etc, etc? He's broken all kinds of transfer records to sign British and Irish players, Pallister, Keane, Robson, Andy Cole.
Then there are the other english players he has purchased, including Sheringham, Greening, Foster and countless others who haven't made the grade.
Do you honestly think that the top 4 clubs would be top 4 clubs if they didn't have "outstanding" players? You're logic is waay off. The Leagues are awash with British and Irish players who United trained up and who didn't make the grade... Higginbottom, McShane, Stewart, Wallwork, Rachubka, Greening, Healy, Curtis, Wellens, etc, etc.
Do you honestly want these players, who may only have the skills required to play in Division 2, to be in the best teams in the land only based on their englishness?
The problems with the national team don't lie with the "Big Four". It's due to cultural defects, in that less and less kids are playing outdoor sports and more and more kids are watching tv, playing computer games, and eating crap food.

England is consistently in the quarter-finals of major tournaments. That makes you a consistent top 8 team (probably better because not all teams that reached quarterfinals recently did so consistently). No, England are not major favourites but you're still a very good team. Only with somewhat over-hyped expectations.
The major problem now is obviously McClaren. Only under him did they perform so poorly with respect to past performances.

We have been around 10-15 in the FIFA rankings for many years now & tend to reach 1/4 finals or semi's (if we qualify!).

England are just about getting results, but we are also playing very badly.
We often get to the last 16 or 8, but we rarely play like a decent side.
We need a manager who has proven over the years that they can get players to play in a formation that works.
England have never played with shape or any kind of cohesion for years.
Not consistently since Venables had Gascoigne playing well for England.
Imagine this team in the Champions League manager by Sir Alex or Wenger:-
Owen
Rooney
J Cole Lampard Gerrard Beckham
A Cole Terry Ferdinand Neville
Not Sure
When these players are playing well (Rooney, Lampard, Gerrard, Beckham, A Cole, Terry, Ferdinand) they are as good as any players in the world in their position.
People say Lampard can't do it, but he kept Ballack out the Chelsea midfield and Ballack is one of the best midfield players of his generation.
Its the manager, if Sir Alex managed this team he'd be working on the linkup play between Rooney,Gerrard, J Cole.
Sir Alex would concentrate on wing play as well and force Beckham and J Cole to stay out wide, opening up the game.
A Cole would be making overlapping runs all the time with J Cole.
Both Wenger and Sir Alex have produced multiple top class sides playing the way that they want them to play.
Also top class managers like Sir Alex and Wenger drop players that are not playing well. Sven would never drop Beckham, McClown can't get Lampard and Gerrard to play well together but keeps on playing them.
Its a joke.
