That's what most people (myself included until I learned otherwise) believe. I think it's mostly a result of low expectations and a lack of proper education for children with Down's syndrome. A study by Irene Johansson about children with Down's syndrome who went through early language training that addresses the specific difficulties (e.g. problems with sound discrimination) and builds on the specific strengths (e.g. using signs/gestures together with spoken language to build on visual strength) of these children showed that a large percentage of them (I don't remember the exact number, and I can't find the study on the internet, but I believe it was close to 50% ) scored within the normal range on IQ tests at primary school age.
