I might sound cold, but better safe than sorry. Hell no, I wouldn't approach the guy, I am not that stupid which goes against popular belief by some. (Now 30 years ago, I don't know for sure) 🙂 The world is a much different place in todays world.

Gather evidence, for whom? As of December 1, 2021, there are no laws in my city forbidding unauthorized dumping. I pay for the dumpster, or at least my portion. If it is over full we get charged. $120 extra or 20 bucks each for that week.
Our neighborhood is pretty peaceful. My neighbors help each other. The assailant worked last summer renovating the building east of me. He asked f I wanted to work, I bid on a couple of jobs, didn't get them. Him and I talked nearly every day last summer. We never had a cross word.
I'm glad VR knows all the answers, when he doesn't know the question.
