The perv is the one that starts out asking questions, and the 'bait' just kind of acts along depending how far the other person goes.
If they were talking with a normal person, me for instance... I wouldn't have even asked their age or anything like that in the first place, and they move on to someone who starts asking those 'creepy' questions.
Finally, when they have enough evidence and the person wants to come meet up is when they pull the trigger on the perv. They would never run into an innocent person because an innocent person wouldn't get themselves to a point where they travel out to meet a young teen after having talked about having sex with them.
