The sooner banded entry tournaments are based on your highest ever rating minus say 150 points or so the better.

You should also not be able to enter a banded tournament if your current tournament entry rating is outwith the entry limits.

Lets say someone
Highest ever rating 1900
Minimum entry banded tournament 1750
Current tournament entry level 1400
Therefore unable to enter banded tournament.

By doing this you protect 1750+ players from losing too many points to a 1900 rated player who was rated way down at 1400 as the lower rated player couldn't enter the banded tournament.
