Dude, he's saying that because there is a 2 entry limit per person, it's not possible for someone to win the top 3 places.

Heaven help us.
"No both are valid entries." = A writer can submit 2 entries and (yes) both are valid.
"But we won't have one Person winning the first three places." = Because a writer is limited to just these 2 entries it won't be possible for 1 writer to win all 3 places and hence other writers will have a chance of finishing in the top 3 places.
