How long does the proclamation have to be, in order to gain gold?
In the dragonlords game I've seen some proclamations of no more than 10 words which I thought wouldn't get the payout - never have asked, though ...

A character should do it, but I think it's accepted custom that it should be at least a phrase or sentence of some sort.
Issue Proclamation: This is done by clicking the Proclamation button at the bottom of the menu. This command is to send an announcement to all other realms. They will receive the proclamation on their next Results file. Issuing this order will yield 10 gold in revenue, as the morale of your populace is improved. Due to the fragile nature of morale, your proclamation must be suitable. If your message is too short, you won’t gain any revenue. Even worse, if your message is profane or is just gibberish (you are just typing junk to get the gold), you will suffer a loss of 10 gold! Thus, it is strongly advised that you only issue a Proclamation if you have something to say (whatever that may be), and it will be at least a little interesting or amusing for other players.

Avoid the gibberish and profanity and you'll be right.
eg
I see the peasants from Clan Tokugawa are amassing on my eastern border. Be warned: step out of line and heads will roll should be taken quite literally ...
Crud like that'll work.
Originally posted by PalynkaWell, it says that, but to be honest, judging by some of the proclamations I've read in the past, I doubt very much whether anyone checks them.
