Fairness? If you're playing chess online at RHP then you have fair and equal access to databases such as chesslive.de.
Be pragmatic. If you can't detect an infraction, there's no point in creating a rule.
Trust. In any human transaction, including RHP chess, you give and receive trust. Where you expose yourself to higher risk (in business, gambling or love) you proceed with more caution. If the only thing at stake is a rating, detecting unfairness is a low priority
In Sweden we call it fotboll. Fotboll directly translated is of course football. In the US they call football soccer and have yet another game called football that actually doesn't have a lot to do with using the foot to play the ball. Right? 🙄

I can't see a way you could possibly create and access such a database in a meaningful way without using an engine or similar.
