So rather than let their first experiences of alcohol be outside of your view, letting them have their first experiences around you leaves them in a much better and safer position when they do go off into a field with their friends and a lagin of vodka.
The 16-limit in Belgium is only for buying alcohol in public. There is no rule about alcohol consumption in private.
But your point is well taken. Forbidding alcohol only makes it more attractive (like most forbidden stuff).
Why not introduce a ban on drinking in public places like the ban on smoking in public places? As yobs and kids are the likely culprit, they would not find it fun to drink behind closed doors. Football hooligans would also not be able to do their "thang" with beer in one hand and a fist in the other .
