No, you are using the legal definition. Legally you cannot charge a person with conspiracy unless they break a law. That is not the true definition of conspiracy. Notice the definition from Merriam Webster. It says nothing about a requirement for an illegal act or even harm.

What are you talking about? What does he have to do with scientists claiming SARS and the recent corona virus are genetically engineered?
Are you aware that both of them are race specific? Both of those corona viruses infect Asians and rarely people of European ancestry. The Spanish Flu of 1918 was genetically engineered. The person that did it claims he did it for pandemic research.
You need to stop balking at stuff just because your government denies making GE viruses. Do you expect them to admit they are working on a bio-weapon virus to kill off Asians in China? The need to test it's spread in a population is important to the designing process. The lethal part is not. The ability to kill can be tweaked into it later.
The science to do that exists. Do you deny that?
SARS killed more men than women. I suppose it could just be a coincidence that it killed more of the military gender of Asian people. What if they are trying tweak a virus to kill men as a military tactic and this is another test of their tinkering?

You jump on anyone touting conspiracy. This is just the latest one. It has been shown this virus came from bats, transmitted to snakes and snakes are a delicacy in China and thence to humans.
Bats started a number of nasty viruses including ebola so play your games if you want but the reality is Covid-19 is natural.

They said it was snakes because that was what was sold in the common market where thousands of people buy food and snakes are a delicacy there but the snakes got the virus from bats. Bats are bad news virus wise, for instance ebola came from bats. All you want to do is poo poo ANY science source. That seems to be your hobby and entertainment.
