With freedom comes also the responsibility to use it well and wisely. However, some people indulge themselves only in the freedom but are less skilled at using it wisely.
No one is proposing to introduce censorship or to suppress unpopular opinions. However, yapping up the forums with spam is not expressing an opinion; it's just junk.
If a limit on the max-nr. of posts within 24 hours were implemented, then a small number of posters could not abuse the TD function to effectively censor anyone.
The yappers have been politely asked to refrain from spamming up threads to which they make no sensible contributions, and they have not voluntarily complied. This shows a lack of good taste and self-discipline.
The mechanism for enforcing good taste is forum moderation; setting a limit on the number of posts within a time period would, in addition, impose some discipline on those who cannot or will not discipline themselves.
