Considering the rest of the story, I think I have to agree that somewhere along the way, possibly initially, he realized these were messengers from God.
I just don't understand why he would suggest his two daughters. All I come up with is "maybe this or maybe that".

Religion without fundamentalism does no harm. It helps people feel protected. It gives them hope. Religion without fundamentalism is just another lifestyle, like not wearing fur. Add fundamentalism and it still does all those things, but potentially hurts others as well.
I am quite happy being religious. I believe in god, and jesus in particular. I have no problem with what other people believe in, and i wish them well. I understand how evolution works, even some of the genetics behind it. Being religious makes me happy, happier than being an atheist.

So I am a god. I have infinite power. I would set things up in such a way as to make beings as good as I could make them, not this hodge podge of humanity, like blood vessels in front of the rods and cones, interfering with vision or in males putting the prostate wrapped around the urethra. Those are design errors and it tells me it wasn't such an intelligent design or intelligent designer. Those are just the little picking points.
I would not wait 200,000 years after humans had essentially modern brains to introduce the concept of a god.
I would as a god, have the ability to send the word to every intelligent being on Earth at the same time, maybe a messenger in each village, maybe a voice in the head in their own individual languages, maybe I would have to introduce the CONCEPT of language for later introductions and so forth.
So by the time our modern techno civilization comes about, I would tell them in the year 1900 to aim your research here in fusion power, anti matter, ANYTHING but fossil fuels which are killing our planet now. Aim them in the direction of solar power and good batteries, keep the air from mucking up like it is now where we are extremely concerned about getting coastal communities flooded.
I CERTAINLY would not include in my bible stupid ass stories about killing billions of animals to get rid of a few thousand nasty humans or make up stories about Cain and Able and the Garden crap.
When you base your religion on obvious lies you get fundamentalists who kill for that religion.
I would make DAM sure no fundies form. I could as this god, see who is going off the deep end and obsessing so badly he decides he is god's messenger and starts killing left and right because other folks aren't as obsessed as he is. I would nip that crap in the bud.
Tell them there is stuff outside their ken and not to obsess over it, just live your lives, treat people like your family, learn new things, use your intelligence. Question things, don't take my word for things. I am telling you right up front the world is beyond ancient, billions of years old, etc. There would be no question of forcing people to teach creationism along side evolution because I would show them evolution is how I work.
