You haven't actually read this link have you? You just Googled 'satanic agency' and posted the first, what you thought was anyhow, decent link that came up?
I admit that I am not in agreement with everything the article states, especially the reasoning on the distinction between the flesh and soul, it reeks of trinitarian paganism however it raises some interesting ideas. Firstly that a satanic agency need not emit directly from Satan himself. As the article points out, it can be the nature of the environment which is conducive to his machinations, a predominant quality which permeates.
One thinks of a city in the throngs of revolution. Prior to this there were many grievances and people resented the rule. When the revolution actually comes, there is usually a catalyst (one thinks of the revolution in Tunisia which was sparked by the mistreatment of Mohamed Bouazizi, a vendor who killed himself) this is the agency and then all the stored energy of the revolution gets vented.
Its rather easy to see that when such a spirit of disobedience permeates mankind it can thus be said to act as a kind of satanic agency, for by means of it, Satan is able to carry out his machinations, much in the same way that a revolutionary faction utilises discontent.
