I think the intent of the term , 'manoeuvring them', means that he has simply put the
arrangements in place, after all, it does speak of, 'the relative position'. If i set up the
infrastructure for a chess tournament i am not responsible for the way persons conduct
their games, how they plan to manoeuvre their pieces.

But what you described is not the meaning of the word 'maneuvering'.
