I think the intent of the term , 'manoeuvring them', means that he has simply put the
arrangements in place, after all, it does speak of, 'the relative position'. If i set up the
infrastructure for a chess tournament i am not responsible for the way persons conduct
their games, how they plan to manoeuvre their pieces.

He means He as in, what GOD said. Implying that you have it all written down somewhere?
