the first round draw is key too, you could have two 2000's in the first round in the same group. thats would be a tough draw right there
If two 2000-2100 players met in the first round, it could actually help the 2200+ players, since if they (2000's) knock each other out, the odds of them being scalped goes down.

I think whatever draw you get will be tough i think every group will have a 2000+ strength player to contend with atleast.
There are 766 total entrants and group size of 9.
Therefor there will be 85 or 86 groups so clearly at least 55 will not have a 2000+ quality player.
