The behavior is easy to observe on this forum and elsewhere. You or Mott post an article where you agree with the headline, but then you don't read the article at all.
With FoxNews, the typical approach is to find a provocative tweet on Tweeter, then write an article about the tweet, and then the headline reads somet ...[text shortened]... ssaults police" when the actual tweet and article don't say anything of the sort.
