Besides the 'good ole boy' mentality in most rural areas, the main problem in my eyes is police training; and a lack of funds for police in many state and local police facilities throughout the nation. There should always be two officers patrolling with each other; one older with Experience; and one younger officer to learn from the older. I feel this alone would lead to many less shootings. These government entities are to cheap to pay for that. But they will buy tanks to play army with other peoples lives; go figure... The list goes on on what they could do. They need far more training as in the older days.

Let me help you. It is called 'observation bias.' You are assuming that the things you can observe easily must be telling you something important.
Police Blotter: "Suspect was a black male, under 25, slender build, wearing a grey hoodie.'
That's the evident data that was collected. What was NOT collected is whether or not the person was married, employed, was decently housed, suffered from mental illness, and what their yearly income was.
IF a person commits a crime it is MUCH more likely related to these factors than whether they were black, white, young, old, fat or thin, or wearing a hoodie. But these factors are not routinely measured, so those analyses are harder to do.
As for the police, they are only human. If police are told 'black people are more likely to be criminals' they will automatically look harder and BE harder on black people because they want to do a good job. That's inevitable. And wrong.
Government workers are supposed to protect ALL our rights EQUALLY. We cannot allow the police (who we employ) to act in a biased fashion based on an incorrect analysis of the data.
