Area C in the West Bank has the largest share of your graph. Area C is the part of the West Bank controlled by Israeli Military. Problem is that many Arabs try to build illegal structures in this area and when found they are demolished. Weest Bank is notorious for terrorists and suicide bombers. When these people are found their properties are destroyed. In addition there is whole lot of building that go up without proper authorisaton and approval.
