When Netanyahu is finally done (assuming Israel doesn't elect even more lunatic right wingers than him- they exist there, some already in the government), US pressure will be necessary to force them into a realistic bargaining position. Where Israelis do live in the West Bank, they built new villages on previously empty areas.

Israel enacted a sequence of laws starting in 1948. The Abandoned Property Ordinance (June 1948) gave the state control over property of Palestinians who fled or were expelled during the fighting, followed by the Abandoned Areas Ordinance and a Ministerial Committee for Abandoned Property. This culminated in the Absentees' Property Law of 1950, which took effect retroactively from November 29, 1947, and remains the core legal instrument today.
How it works:
The law defines "absentee" very broadly — essentially anyone who, from November 29, 1947 onward, was a citizen of an Arab state, was physically present in an Arab country, was in a part of Palestine not under Jewish/Israeli control, or was even just temporarily away from their normal home. Under the law, any property belonging to absentees was taken by the state and passed to the Custodian of Absentee Property for guardianship, until a political solution for the refugees was reached.
Crucially, that "until a political solution is reached" language was meant to make custodianship temporary, but no such political resolution (a peace agreement addressing refugee property) has ever occurred, so custodianship has instead persisted indefinitely.
The law remains tied to Israel's 1948 state of emergency declaration, which has technically never been lifted, and the law legally continues to apply to this day.
In practice, rather than reverting to state ownership as a matter of routine passage of time, the Custodian has commonly transferred these properties to Jewish claimants or state use over the decades — a one-way transfer rather than a time-limited holding arrangement.
A related but separate law: There's also a 1970 law dealing with property in East Jerusalem that had been under Jordanian control from 1948–1967 (mostly formerly Jewish-owned property), which does place an obligation on Israel's General Custodian to return that specific category of property to pre-1948 owners — but that's a narrower, different situation from the broad Absentees' Property Law governing Palestinian property generally.

Problem is that many Arabs try to build illegal structures in this area and when found they are demolished. Weest Bank is notorious for terrorists and suicide bombers.
