How does diplomacy work when there’s a hot shooting war going on? You don’t start off talking about mining rights. (Nor do you start off talking about deporting the local population and building hotels in Gaza.) You start off by arranging a cease-fire. Then you discuss prisoner exchanges. Then you discuss where to draw the border and get troops to withdraw to their respective sides of the border. Then you arrange an international peacekeeping force to enforce respect for the border. Then you arrange for international inspectors to investigate possible crimes against humanity or war crimes. Then you discuss what Russia will get by an agreement: namely, an assurance that Ukraine will not join NATO. Then you discuss what Ukraine will get: the Russians to pay reparations to repair the damage the Russians have caused to Ukrainian infrastructure, and acknowledgment of Ukrainian sovereignty. Then and only then does it make any sense to discuss mining rights with a party which was not actually involved in the hot shooting war w boots on the ground.
