I said before the war that a negotiated settlement would took into balance Russia's legitimate security interests and Ukrainian sovereignty would be best. I continue to believe that is the best course of action; you, kev and others have no realistic way to end the war.

His government has made proposals/demands to end the war. Since negotiations seem to be the only realistic path to a quick resolution, yes they should be negotiated.
