Using those figures:
We see that the US has above average class sizes. (on both age groups given).
We also note that the % of total government spending on education in the US is 17.1%, far behind Cuba, Kenya and Vanauta (which I didn't even know was a country).
The expected duration of education for the US is 16.7 years, putting you in 14th place.
And only 19% of Americans have a high literacy level.
It seems to me that most of your educational GDP is obviously spent on 3 major universities and the rest are left to rot.
