Personally, I'd stick to the free online version of Conquer Club.
I always feel a little dubious about downloading megabytes of data, when it is not necessary.

Lux (the RISK game I posted) has a sizeable online community. I just checked now and there are 11 network games going as I type this. It's got active forums where you can talk to the guy who develops it. There are rankings for those who like to brag. π
There is the downside that it's not free. I bought it because I wanted to develop an AI for it. You can also create your own maps: there are over 400 user-made maps that anyone can download and play on.
You can play network games during the 20-game demo period.
