Belgianfreak already gives warnings and explanations, so if you were right, this would already be happening. As Stocken has posted, there are clearly a number of different views on what would work and what won't work - so much so that it'll be impossible to please everyone.

I really can't see why there should be more public reactions if all moderators used belgianfreak's policies, as there aren't more reactions to his bans now. My prediction would be that the number of complaints in relation to the number of bans would stay about the same, but since there would be fewer bans, there would also be fewer complaints. But only trying it would show what would happen.
