Darvlay has suggested, in another thread:
"If I can change, and you can change, everybody can change."
said by the boxer and diplomat Rocky Balboa in Rocky IV.
I would suggest:
Indy, Indy! COVER YOUR HEART!"
said by comic side-kick Short Round to his friend and mentor, the great archaelogist Indiana Jones, in Indiana Jones and the Temple of Doom.
Any others?
John Morlar in The Medusa Touch (still one of the greatest B-movies ever made): "I am a man with the power to create catastrophe."
A close second is his long rant (okay, it's technically not a line, but this is Richard Burton, feel the velvet) towards the end of the film when he finally begins actively using his powers:
"The spaceshot is nearing the moon, Zondfeld. In two hours it goes into orbit; you have my word it won't return. While you're worrying about that billion-dollar coffin striding the moon, spare a thought for all the millions that they might have fed with all that technology and expertise; how concerned all our great statesman are about those three wonderful human beings while millions of others can rot to death. Now listen, Zondfeld, listen to me: I've found a way to do God's dirty work for him.
"The royal chieftain, the parasites and the whole gang of international rabble-rousers are going to bleat to the Almighty Nothing in his great temple for the sake of three million pounds. I promise you, the moment they kneel to pray, I will bring the whole edifice down on their unworthy heads."

I know what you're thinking, punk. You're thinking, "Did he fire six shots, or only five?" To tell you the truth, I've forgotten myself in all this excitement. But being this is a .44 Magnum, the most powerful handgun in the world, and will blow your head clean off... you've gotta ask yourself a question: "Do I feel lucky?" Well, do ya, punk?
