And of course if the person doing the 'picking up' has dubious intentions, i.e. something other than what would be considered a normal relationship, then that too probably counts as harassment.

The meet opponents thing was a disgrace, and at least here, they can be put down quick (to an extent), and as far as the rec thing is concearned.....well, the spirituality forum seems to get most of the recs now, so i'm not sure if that is bad or good really.
I just looked at the recommended posts and saw that the most recommended was a post suggesting that we up the age limit to 16 so we can talk as dirty as we want.

Children play chess. This site will always atract children. (At law, it is what is often termed and "Attractive nuisance." ) Anyone can log into the forums without being a member.
Why is it so important to some people that they be allowed to have explicit sexual conversations on a chess site?
Aren't there plenty of other places on the internet to have those conversations?
16 is only the legal age for that sort of activity in some countries. In most US jurisdictions the age of consent is 18. And, there is no legal age that allows you to post that kind of stuff in many countries, including China and most of the Middle East.

Still, the only way to guarantee that children aren't on the site would be to:
1. Do away with the chess.
2. Make it a fee-based, members only forum.
3. And call it something that no parent would allow there child to sign up for.
You would still get some children. But as far as I'm concerned, at that point, you could say anything you wanted.
Of course, I wouldn't be around to complain. I have no interest in being a member of a fee-based, internet, sex-chat room. Not my cup of tea. But, I would certainly argue for the right of any adult to belong and participate in such a site.

How about we make complaining about forum content in a thread a bannable offence ? That way the posts will be alerted, the mods will be PM'd, but the whining will stop....i think that's a plan.
