What about some raw data ? Like , "Since the vote on the issue , as of this date , X many allegations have come forth , y many people have been busted , z many people have been removed from the site . 'This many' allegations are baseless and have been dismissed , the balance are currently under review ." This let's cheaters know they'll be found , and let's us know something's going to be done if we feel there's a strong case against someone . It also gives the non-disclosure policies more crediblity .

You put forth the ideas and asked for discussion. You got a discussion, and you got a lot of people agreeing with you, or partly agreeing with you. Maybe something will come out of it without doing any more than that, but I think putting up a vote for a vote was an attempt to raise the chances that something will actually happen.
