It says the believers will all be changed. It does NOT say the people will be "born again".
Transfiguration is a great change. It is not being "born again".
Being born of t he Spirit precedes transformation of the soul and transfiguration of the body.
There is ground to say that resurrection of the saved believers is a kind of birth. But this does not mean resurrection is the act of being "born again" via John chapter 3.

He has not returned. Therefore nobody is regenerated.
Born of the Spirit means that the person is no longer flesh and blood.
The person is a Spirit being that can move like the wind.
You enjoy elevating yourself beyond what the Bible says.

Receiving the Spirit of truth they also had been born again.
And Paul, who was writing to them ALSO had received the Holy Spirit in the new birth. He described the experience as God revealed His Son in him.

Being born again is God the Father revealing His Son Jesus Christ in and within a receiving believer in the word of the Gospel.

YOUR preferred King James Bible says some were BORN AGAIN. You said none have been.
So your teaching should be REJECTED.
And the Bible, in First Peter 1:23 should be believed.

The word regeneration is used by the Lord Jesus to describe the time of recovery of nature at His second coming.

The Revised Recovery Version translated the word "restoration".

THE Regeneration and/or THE restoration is the 1,000 years following the second coming of Christ.
The heretics with no experience of the indwelling Spirit during the church age, and perhaps some influenced BY those heretics, want to use this truth to prove that no one is yet born again.
This is merely a theological DESIRE without a biblical rationale. It is a preferred teaching which is contradicted by the pure word of the New Testament.
Why? I already explained why. The Apostle Peter says the believers as to their past had undergone being born again.

The Recovery Version is admissible:
Having been regenerated not of corruptible seed but of incorruptible, through the living and abiding word of God.
When Peter wrote First Peter the second coming had NOT occurred by then.
The audience has been born again.
The second coming had not occurred YET.
The millennial kingdom and restoration of nature had not occurred YET.
But the pure word of God says those believers had been BORN AGAIN. Even if you make a case of them rather "BEING born again" you cannot escape that being born again is an experience during the church age REGARDLESS of the fact that there is a coming regeneration (Matt. 19:28).
This error of Rajk999 and Galveston ( I am pretty sure) is a classic example of eagerness to use one part of the Bible to fight down another part of the Bible. It exposes PREFERENCE. It exposes coming to the Bible armed with what one WANTS to believe and letting that be the rule.
It also proves that there false teachers want to dumb down the New Testament to make everything as possible a physical thing.
Ie. "There is no spiritual rebirth. There is only a physical resurrection at the second coming. So all Christians learning about being born again spiritually are wrong."
There is no way for them, however, to deny that Peter describes those having been born again as "newborn babes". They may await resurrection and rapture and transfiguration at the second coming. But they ALREADY are "NEW BORN".
