The above link discusses a birth control chip that can last up to 16 years, and can be turned on or off, depending on if the woman wants to become pregnant. This is also implanted in the skin, though not the hand.
A day when this type of technology becomes commonplace isn't far-fetched. When that day comes, won't it be rather easy to convince people to get these chips? Wouldn't anyone refusing to get such chips seem like a behind-the-times loon?

Pacemakers aren't common. Only people with specific heart problems have them. However, this birth control chip could plausibly replace all other types, due to how long it lasts, and the unique ability to have its effects turned on or off. This could be something hundreds of millions of women may want.

Look, we can only speculate for it has not yet happened. However, the people that follow the religion of Islam are giving us clues that it may have something to do with Islam. These people already wear head bands and right arm bands with marks of allegiance to an antichrist religion.
The Bible warns not to take “the mark of his name” (Revelation 14:9-12). This is not something that someone might accidentally embrace or receive. It is rather, an outward indicator of an inward allegiance or submission to the Beast. It is something that one must choose to accept by conviction. One cannot accept the Mark of the Beast without also implicitly denying Christ’s deity and the Trinity. The Greek word charagma, used for “mark” means “a stamp, an imprinted mark” (Strong’s 5480) and not a computer chip or barcode. So a follower of the Antichrist will have a stamp on some sort of material as a badge to be placed on the forehead or arm. In John’s time, the use for “charagma” was reserved for slaves in what was called a badge of servitude” (Strong’s 5482). So it’s a badge that declares slavery and ownership by the master and followers use it to demonstrate allegiance to this master. This would fit with Islam since according to Islamic theology, Muslims are “slaves of Allah.” Islam is the religion of submission.

Not sure what your question has to do with bar-codes, but the answer is no. Our government can't even get identity cards passed through parliament so I think implanting people with micr-chips is a long long way off.

1. Someone is seen possibly committing a crime and is shot by the police with no judge or jury.

There is nothing wrong with implanting anything under your skin. People who misunderstand Revelation or are fanatical about this 'mark of the beast' issue will thing it is wrong.
What is wrong is worshiping some entity other than God. Taking a mark on your body which means that you pledge allegiance to some evil force is also wrong for a Christian.
In recent times the only thing that comes close is ISIS forcing people to pledge allegiance to them or die. So far they have no mark as such although that could very well come.

A man called Muhammad began the religion of Islam. Beast in prophecy refers to kingdoms and sometimes the king over that kingdom. Rome was the beast kingdom in existence at the time John wrote the Revelation and the Turkish Ottoman beast kingdom called a caliphate conquered Rome and remained until 1923.
In our time we may be seeing the rebirth of this Islamic caliphate beast instead of the expected rebirth of a Roman beast kingdom.
A Sunni armed group which controls large areas of Iraq and Syria has announced the establishment of a "caliphate" straddling the two countries, urging other groups to pledge allegiance.
In an audio recording released on Sunday, the group formerly known as the Islamic State of Iraq and the Levant declared its chief, Abu Bakr al-Baghdadi, "the caliph" and "leader for Muslims everywhere".
The group announced that it was now called the "Islamic State". According to the statement, the new caliphate stretches from Iraq's Diyala province to Syria's Aleppo.
