The Pharisee "were able to convince people that they understood the will of God." The Pharisees appeared to be righteous to THEM. Hence, "outwardly appear righteous unto men". Hence, "whitewashed tombs".

Modern day Pharisees are similarly easy to spot as well.
They are all over the place, in all religions and nations.
