No this is not true. AI built in the USA is hacking into USA companies. It is possibly doing this tens of thousands of times in the last months, although we don't have precise figures. Regulating the agentic AI to make companies liable for harm their bots do to companies is necessary to hold them accountable on the issue of safety. Even if your statement were true, we have regulatory precedent for that too, with the handling of nuclear weapons.
Before bringing up liability ask them "why" their AI is hacking. Ask them "why" they cannot program or tell the AI not to hack. Ask them "why" their AIs have no ethics protocols. You seem to live in your own little world where asking simple and reasonable questions is forbidden.
If you think these are simple questions, then I would kindly ask that you answer them. They do not seem like simple questions to me. In fact, the agentic AI seem to have been deliberately built to avoid audits of their "thought' processes. In some instances we have evidence because they were writing to each other in a group chat, but for the most part it appears that they are doing illegal things in order to complete a legal task and then covering their tracks so the humans don't find out about it. Again, this has already happened tens of thousands of times and the bots are only getting smarter and stronger and more ubiquitous every day.

People are hacking into US companies. Have been for years. Now all the sudden you have a problem with hacking because an AI did it? And why are you still refusing to ask simple and logical questions? You are still letting the corporate news media do your thinking for you.
Why did it hack in the first place? How did that help it accomplish the task it was given? Why didn't the AI company subsequently tell their AI to do a task without hacking? Better yet, why didn't they do they right thing and program their AI not to ever hack again after they discovered a problem?
