There's a video of a woman, a US citizen, in Portland who is talking to an ICE officer and completely out of nowhere the officer pulls out his pepper spray and unloads the whole can right in her face and mouth.

That is undoubtedly cruel. They are cruel because the culture allows it.

You are one up on AvJoe. That is bad. Unprovoked, the shytt should be punished for that. His co-officers should be required to watch him being punished. That is actually horrible. Maybe it is very difficult to get qualified people to do this kind of work. I would not do it myself.
So fire him and put video on his resume. Not all officers perfect.

But I still languish with my remaining question, why was this girl there in a position to get her self pepper spray. I hereby predict that my wife nor my daughters will ever be in a position where they will get pepper spray. Which begs the question, do you have Any ladies that you know of that are friends with you or you are married to that will put themselves in a position to get pepper sprayed?

I have, and one way I answered is that my wife will never put herself in a pepper-spray situation. I change that now, to NO ONE I know will ever put themselves in a pepper-spray situation.

I googled 'blaming the victim'. See below. If a person is 'asking for it' as stated in the article, the person is 'blamed'. Yes, that is probably true.
So, query, if a person puts themselves in a position of having to be fended off with spray, that is what ends up happening....getting sprayed. Did they 'ask' for it? If you give a finger to a cop who is faced with oncoming force (to be defined in court) that is what his spray is for. Duh.
So, I was not there, but if the person acted in a way calling for a spray, I blame that person. If the person did nothing, I don't blame the person, and would do as I say and punish the cop.
I was a grader of ethics exams, thus my penchant for analogies. Oh, and common sense. Don't even need logic for this one!

EDIT: An example of lib thoughtless blanket opinions here. I get that you say it is always the cop's fault. Then, why is pepper spray de rigueur?

Wildgrass, I would also punish and defrock a catholic (I'm catholic) priest if he sprayed the agent.
Why would I not? Is it because you are sonhouse, and think like he does, that I am lockstep conservative with the bad conservatives, defending the slime ICE agents? Not all of them are doing the right thing....maybe they are naturally combative, military background, and can't wait to spray a loser in a hair bun. The decision is wrong, they should be prosecuted.
