It happens everywhere dark skinned people live too far north. It is called not enough vitamin D. So yes it is due to skin color.

Note that in the second link, it is stated explicitly that farn workers are more, not less, likely to die of Corona - the opposite of your supposition.
The first link explains that yes, there is a correlation with race, but correlation is not causation: there is also a correlation between race and poverty, and the link between poverty and higher death rates holds true across all races.

In short, your theory is disproven by the actual data.
