Since "reckless" behavior requires a willful disregard, someone who plausibly claims they couldn't understand a sign might have a defense. This is not about a law (which under the circumstances proves that it should be changed), but rather about a guy who Did NOT PASS a sign identification test and thus did not it in with the ctizens of our American Culture.
