I say that there is not, that this is a city matter. The deal at hand is the city requiriing adminstrative registration for a CITY job. It is not some nationwide legal law or rule. Requiring the 5 forms, by the city, is paperwork to register as a (city) worker, it is not a federal law or a federal rule or mandate. It is simply NYC (Mamdani) requiring 5 forms. Whew.
