Where would such a right come from? The Constitution clearly says that even citizens don't have any inherent "right" to vote on who is President:

With our current system in place, a bare few are found to slip through the system (like less than a hundred per state per election). YOU should take it upon yourself to assume the state has no problem with them. Why are you the cop in this situation? Keep your damned nose out of other citizens' business!

Very, very few people slip through the cracks. Certainly not enough to lose an election by. Our election systems are solid. At least until fringe groups go around insisting they are not and start tampering with our voting machines.
